
Third Party Billing & Consent Notice
Minnesota law requires each public school district to attempt to obtain reimbursement from third-party health insurers for certain health-related services provided under a child’s Individualized Education Program (IEP) or Individualized Family Service Plan (IFSP).
Reimbursements can be collected from third-party sources such as Minnesota public health coverage (MA or MNCare) and/or private insurance. Currently, the St. Cloud School District does not bill private insurance companies. Third-party revenues help offset the decline in State funding and reduce the amount of general education revenue necessary to fund special education in District 742.
Types of IEP/IFSP services that may be billed
The services eligible for third-party billing include, but are not limited to:
- Physical therapy
- Occupational therapy
- Speech-language and hearing therapy
- Nursing / health-related services
- Personal care / paraprofessional assistance (PCA) services
- Transportation (if specified in the IEP/IFSP)
- Assistive-technology devices and services
- Mental/behavioral health services under appropriate MHCP/Medicaid program requirements
Sharing Student Information
For students covered only by MA or MinnesotaCare (i.e., no other private insurance), the district must provide an initial and annual written notice of its intent to bill MA/MinnesotaCare.
To facilitate the process of third-party billing of special education health-related services, St. Cloud Area School District 742 may provide your child's name and date of birth to the Minnesota Department of Human Services to determine your child's eligibility for Minnesota Health Care Programs. Only students who have been or will be evaluated to determine their eligibility for special education services will be included in this process.
If you do not wish to have your child's information used for this purpose, please send your objection in writing to: Student Services, Attention Third Party Billing, 1201 S Second St., Waite Park, MN 56387.
Use of Reimbursement Funds
Any money the district receives through third-party billing may only be used for the following purposes under Minnesota law:
- To cover the district’s administrative costs associated with third-party billing.
- To obtain training or technical assistance that enhances the district’s ability to access reimbursement for IEP/IFSP services.
- To benefit students with special needs in the district, including supporting or expanding special education programming.
