Welcome to Special Education

As you explore our web pages, you will see that E-12 Educational Services involves many departments, programs and services. Our caring staff is dedicated to assisting all students achieve their highest potential. We are also here as a resource for families – referrals, partnerships and problem-solving. Whether you are a student, parent or family member, we hope you will find the many resources available to you useful.

District 742 Special Education provides a continuum of special education and related services to meet the needs of children and youth with disabilities, birth through 22 years of age. Most students receive services in their neighborhood school and, when possible, in their regular class setting. Special education services may be provided in regular class settings, regular early childhood programs, resource rooms, separate classes, separate day schools, residential settings, hospitals or in the home for homebound students and for infants and toddlers.

Each student who receives special education services must meet State of Minnesota eligibility criteria and have an Individualized Education Program (IEP)/Individual Family Service Plan (IFSP)/Individual Interagency Intervention Plan (IIIP)/Individualized Service Program (ISP) which describes the student's present level of academic and functional performance, special education needs, goals/outcomes, objectives and services. The IEP/IFSP/IIIP/ISP is designed to meet unique needs, support school success and promote the independence of children and youth with disabilities while ensuring that they receive a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE).

Total Special Education System

This document serves as the Total Special Education System Plan for St. Cloud Area Schools (ISD 742) in accordance with Minnesota Rule 3525.1100. This plan also includes an assurance for compliace with teh federal requirement pertaining to district's special education responsibilities found in the United States Code, title 20, chapter 33, sections 1400 et seq., and Code of Federal Regulations, title 34, part 300. This document is a companion to the application for Special Education Funds - Statement of Assurances (ED-01350-29).

Special Education Advisory Council

The purpose of the Special Education Advisory Council (SEAC) is to represent the interests of district learners with disabilities, ages birth through 22, by advising and providing input to the Executive Director of Special Education and the District 742 Special Education Leadership Team on current issues, program development and review, and parental concerns and parental involvement. SEAC advocates for high quality special education programming, and promotes communication, collaboration, and understanding between family, schools and our community.

The Restrictive Procedures Oversight Committee meets and conducts quarterly reviews of the use of restrictive procedures.
